为从整体上实现更高水平的环境保护,欧盟针对工业源发布了综合污染防治指令,并编制了一系列最佳可行技术参考文件,可为我国工业污染防治提供借鉴。适应我国电镀行业进一步提高环保水平的需求,研究首次系统介绍了欧盟关于电镀工业的综合污染防治最佳可行技术参考文件的适用范围、编制过程、体系框架和主要内容,总结分析了欧盟电镀工业发展现状、综合污染防治最佳可行技术和污染物排放水平,并就三价铬替代六价铬镀铬、零排放等热点问题进行探讨,提出我国应加强或进一步完善相关文件编制和增强技术信息交流等建议。

For achieving higher level of environmental protection as a whole,the EU released integrated directives for industrial pollution prevention and control,and prepared a series of best available technique reference documents which could provide references for China’s industrial pollution prevention and control. In order to meet the needs of our electroplating industry for further improving China’s environmental protection level. For the first time,this study systematically introduced the application scope,drawing up process,system framework and main contents of European best available technique reference documents for the integrated pollution prevention and control of surface treatment of metals and plastics,also,the development status,integrated pollution prevention BAT and pollutant emission levels of EU electroplating industry were summarized and analyzed. Some hot issues,such as substitution by trivalent chromium for hexavalent chromium plating and zero discharging were discussed,some suggestions for enhancing the environmental protection of China electroplating were proposed in this paper.
