我国电镀环保标准体系研究与建议(Ⅲ)―管理规范类标准和环境监测类标准-《电镀与精饰》

Title:: A Study on the Environmental Protection Standard System for Electroplating Industry and Some Advices(Ⅲ)― Standards for Formal Management and Environmental Monitoring

摘要:: 配合我国环境管理制度,梳理了我国现行管理规范类标准20项和正在制订的标准20项,现行环境监测类标准95项和正在制订的标准19项。管理规范类标准可按照管理范围和管理过程分为区域环境管理、新建电镀企业/园区环境管理、现有电镀企业/园区环境管理和企业或设施关闭/退役后环境管理。分析表明,现行管理规范类标准在规划环境影响评价、环境工程监理、环境污染事故应急等方面还存在缺项,所缺标准绝大部分已经立项,并正在制订过程中。环境监测类标准较为全面,但在环境标准样品中尚缺少氯化氢和氰化氢等物质的空气环境标准样品,应着力加强。

Abstract:: The existing environment management standards including 20 standards for management guidance,20 standards in formulating,95 standards for environmental monitoring and 19 standards in formulating were investigated and analyzed. The standards for management guidance could be classified to four categories according to management range and procedures including management for the whole region,management for newly established enterprises / industry parks,management for existing enterprises / industry parks,and management after enterprises / installs have been closed. The study result showed that the standards for environmental impact assessment of development plan,environmental engineering supervision and environmental pollution accident response were insufficient. Most of necessary standards have been listed in the project plan and are in formulating. The standards for environmental monitoring were comprehensive except the lack of some environmental standard samples.
